Ask an arborist for tree advice

I have recently planted a laburnum which has a number of main trunks. I would like to be able to make it into a tree with only 2 or 3 trunks. Two question I have are:
(1) Can I cut the unwanted trunks without damaging the tree and when should I do this
(2) Can it be propagated using the cuttings in above.
