Yes, I'd agree with Ron.
If you look closely at the fluffy beasties, you might make out a sort of tiny "tortoise shell" which is the "scale" that they derive their name from.
You can culturally controll them by using warm soapy water and a scrubbing brush....depending on the bark thickness of the host plant.
