Leatherjackets are a big problem to lawns, but I'm not aware of them being a problem to leylandii. I suspect that what's going on with the trees is something else. It could be related to the poor drainage, or one of a number of other things. Leylandii, like most trees, do not like to have their roots in water logged soils.

You will not get regrowth from the dead parts of the tree, so even if they survive there will always be an area with no foliage.
