Just wondering how you got on with this oak tree as we have similar problem with oak very close which could hit either my neighbour or our house if it came down in storm. We have a slate bedrock with clay. I think ours is closer than 10 m to both houses. Also if the tree is in your deeds as TPO and it grows wider into three neighbours gardens (the trunk) who actually owns the tree then? All of us, or just us? Any advice would be appreciated.
