How to deal with a metal cable through a limb

I have a tree in my garden which has a metal cable going through the middle of one of its limbs at the junction between the limb and the trunk. The limb is about 40cm thick. My question is do I just cut the cable as short as I can either side of the limb or will the limb have to be removed?

It does not look like the cable is causing the tree any problems at the moment.
