I wouldn't say a hedge can become a tree as such, but the individual plants within a hedge can become a row of trees. Many conifer hedges could clearly be consider a row of trees. A hedge is just a linear row of plants that form a barrier. The question is when do those plants become trees. The answer isn't so easy to pin down, and is very similar to "when does a shrub become a tree?". When it's big enough, basically. But hawthorn can certainly be a small tree, and a neglected hawthorn hedge could grow into a row of trees.
