Hi

A large Ash tree has a lot of dead limbs and on one the branch collar has grown out along the dead limb about 12". Limb is 6 feet...dead..collar 12"

As the branch collar is so long..can i cut through it, say about half way...so collar that remains is 6"..or follow accepted practice and make the cut just outside the collar ?

Its not a particularly big limb...5" diameter...but dead as a door-nail for many years and the big Ash tree has tried hard to grow its collar and seal the broken branch.
