Common names are often not particularly precise, and subject to local variation. The common name sycamore, for example, tends to refer to Acer pseudoplatanus in England, but to Platanus occidentalis in North America, and also to Ficus sycomorus. To me, a rowan is a Sorbus, and more particularly a Sorbus from the subgenus Sorbus. I certainly would consider a Cotoneaster to be a rowan.
