A bit of advice about granting lesser works to TPO applications if possible.

Is anyone aware of the limitations when grating lesser works. I was not aware of any limits, so long as they relate to the trees applied for and do not go beyond the level of applied works that are otherwise being refused.

I have a situation where an applicant is applying to fell 7 Poplars. We are allowing 4 to be removed due to structural issues whilst 3 are being refused. It was noted during the site visit that the lower branches of 2 of the remaining trees would need to be crown lifted if retained. So we wish to grant lesser works for those.

We are now being told by our planning department that this isn't allowed and its materially changing the applied works. My argument is that the applied works have been dealt with in the split decision.

Any help would be appreciated
