Chinese Flame Tree growing?

I planted a Chinese flame tree in early January 2019. When I planted it, it had some leaves and branches, but now itís just a bare stick. I know the tree is deciduous, but will the branches come back? Is it still growing? We water it deeply once every other day for the first two weeks and then have been doing more like every third since. I also fertilized it with general nitrogen rich fertilizer a week ago.
