Persian Ironwood - lower branch growth trimming

Hello Forum Members.

About five years ago, we planted a Persian Ironwood in front of the house. It's doing great with the exception of lower branches. These branches, growing from the lower base of the tree are growing too low and aesthetically, distract from the profile of the tree (high growing limbs, thin trunk).

Can I safely cut these branches off? If so, how close to the trunk should I cut? Lastly, will they come back and can I wrap the tree to prevent future growth?
