watering magnolia trees in Southern California

I have a Magnolia tree that is about 5 years old. It doesn't seem to be growing yet I do get beautiful flowers in the summer months. It receives water from the sprinklers a few times a week for about 5 minutes each time. Is this enough watering or should I also hose water it and if yes, how often? My goal is to get the tree to grow.
