Hi Rosie,

You don't say where you live, but I suspect you are in the US. It sounds like the red oak borer may have invaded the tree. Slime flux aka bacterial wetwood, which is an opportunistic disease, may have now taken over. The flux has a bad odor. Here's some info on these two problems.

Your neighbor should have a certified arborist who does diagnostics take a look at the tree.
