Hi Tim,
Willows have thin bark and are prone to many diseases and pests. If you still don't have an answer to this I suggest you post this question at these sites where arborists hang around. Try and post pictures as well. At the second site you can post pictures, but at the first site you will have to post the pictures at a free site like photobucket.com and link to it.
