Ask an arborist for tree advice

I am an Arb Surveyor and have recently encountered large Holm Oaks.Most of these trees are either hollow or have large cavities as a result of old pruning wounds. These trees are in a high profile urban area with well defined targets.
Are they likely to fail, or is the inherent strength of the residual wood enough to negate any remedial action.
