There is no limit on the height of a single tree. The high hedge legislation is concerned only with hedges, which have to consist of at least two trees. There is more on high hedge law here.

If you decide you want to help your neighbour out, you need to get in a competent tree surgeon to deal with a tree of this size. You can search for tree surgeons here
