It's difficult. There's some advice on finding tree surgeons here, but nothing is clear cut. There are plenty of competent, professional small companies that don't take part in any of the accreditation schemes available. And on the other hand there are those that may hit all the right buttons, but actually produce rubbish work. Or sell you unneeded work.
Avoid anyone who offers 'topping' or 'lopping' as a service.
To the original question, birch are not trees that lend themselves to pruning at all. Their form is such that in most cases there isn't actually anyway of pruning them sensibly. Lopping the top of the main stem is about the only option, and that's just not good for any tree. See why topping is bad
