Weeping Mulberry - pruning and sick tree ?

We just moved to a new house and we have a weeping mulberry as an ornamental tree. I am pretty sure the tree has leaf spot. How do I treat it? Also, the underside branches all appear dead. Do I prune these dead-looking branches off? Some of the dead-looking branches have white scales as well. Again, how do I treat this? So, any pruning advice and leaf spot advice would be helpful. We are located in Iowa.
