There are several reasons for citrus leaves to curl. Take a look here.

If that's not it take a look at these sites to see if you can id what you see. You don't say if the tree is planted in a pot or outdoors and how old it is, so I'm including a site on citrus blight. This usually effects trees 6 years old or older.
