Weeping willo

My weeping willow tree isn't looking very healthy, and I wanted to know if anything can be done. The leaves are all tried up unlike others on my street. The outer bark is also black on the back.

I dug into the tree a bit and the inner tree looks okay.

Any advise is appreciated.
