If its the curly willow, or Dragons Claw Willow, as its sometimes known, 11 years is a good age......!
They do suffer from all sorts of problems, and don't live very long. Also, I'm not sure how good they are with salt laden winds - if you are on Portland.
You could try coppicing it, and seeing what re-growth emerges. Check with your local authority to make sure you are not in a Conservation Area, or that the tree is not protected with a Tree Preservation Order.
