Italian cypress top droops ?!

Hi,

We live in Encinitas California near the coast. We have 4 Italian Cypress trees in our back yard. They are about 20'. The top 1/4 of one is starting to droop. Can I be overwatering it? What can be some causes for Italian Cypress' to droop?
