Crab apple tree problem

I live in Houston Texas and for the past couple of years I have noticed a white substance on my crabapple tree. My tree is twenty four years old and I have not seen this problem until the past couple of years. It rubs off in your hand and when I spray the tree with water it's all back the next day. I have been to various "nurseries" and they have no idea. Does anyone know what it is? Thanks
