Six of one and half a dozen of the other really. Willow will resprout vigorously when treated like this. There will be multiple shoots from the wounds. Whether what you end up looks like a tree to some extent depends on what you think a tree should like :) It is possible to thin the regrowth out to recreate a good crown, and if the tree is well established this may be the best option in terms of getting impact quickly. The regrowth from the established tree will be much faster than from a newly planted one.
