I am led to believe that your tree might have what is called Tar spots.
So a little bit about your tar spots problem: The spots look terrible on the tree (sorry), but the fungal infection is not detrimental to the tree itself! what you are looking to do to treat the fungal infections is rake the leaves that have fallen off during the fall to prevent spored from infecting other budding leaves and treat the tree with a disease control product. It does not matter which brand you use, as long as you treat the tree twice a year at the very least. Here is a site to help you out with that: []
