Ask an arborist for tree advice

I planted a jacaranda tree about 8 years ago. It is the most pathetic thing I have ever seen. The branches are spindly, it's grown a little but not in the past couple of years. It barely has leaves, let alone flowers. It does lose it's leaves in the spring, and gets new ones. But that's about it. It's planted in full sun, gets water when it rains. Our soil is sandy. We live in Naples FL. I don't know what to do for it.
