What do you mean by 'droop'. The branches of silver birch are naturally quite pendulous. If the 'drooping' went beyond what you would expect naturally, lack of water would be my first guess in a recently planted tree.

How does the foliage look? Healthy? Wilted? Yellow? Any other clues?
