Pruning River Birch Tree

Treee is being transplanted from container into the landscape, tree have two (2) 1" diameter trunks that extend to 48" inches before branches start. One trunk tops out at 12' feet and the other tops out at 9' feet and the diameter each tree at the very top down about 14" inches , is 1/4 of an inch. should the top be cut back some?
