Ask an arborist for tree advice

weeping cherry pruning

My landscaper (who is also a close personal friend of mine) pruned one (of two that act as "bookends" on both sides of my house) of my weeping cherry trees. My neighbor said they should not be pruned from the top. Now that tree is growing straight up instead of completely weeping. Also the leaves on top are very green and there are no flowers in the pruned area. Please give advise. Do I need to chop it down? I am assuming he did the wrong thing.
