laburnum tree

I planted a small laburnum tree 3 weeks ago, its about 6 1/2 ft tall. When it was planted the lower half of the tree had lots of hanging flowers. Now 3 weeks later the top of the tree is showing some new growth but all the blossoms have dried and shrivelled up and lots of leaf stems have been broken too. Is this normal? I'm worried that the tree may have been damaged by strong winds recently. What do you think?
