CHERRY BLOSSOM TREE (WILLOW)

My parents have the above tree in their garden which is approx. 10 years old. It blossoms briefly annually and then the blossoms fall off the tree. However this year to blossom has only lasted a very short time and has died on the tree. This has never happended before and we cannot understand why. The only thing they have done differently is to lay some plastic with stones on top at the base of the tree to stop the grass growing through - might this have stopped the water reaching the roots also? Any advice would be gratefully received - only hope the tree has not died.
