Hi Kim,

I've never heard of a cherry blossom willow. Maybe you have a weeping cherry tree? Anyway, there are some things that are universal for trees. They need air and mositure to their roots. If what you have is truly plastic, you need to remove it. The plastic will smother the grass, but it will also smother the tree. Best to hand pull the grass and keep a nice layer or mulch on the ground under the tree. If you use herbicides to kill the grass the tree will be affected as well. These sites should be helpful.
