Oak Tree disease

There is an Oak close to my house, about 40 feet tall. I think it is a Bur Oak. The leaves in the lower half of the tree are a light green, much lighter that the top of the tree or other trees. Several lower branches have died.
What can be done to sane the tree? I live in Arlington, TX.
