Pussywillow tree disease

I had purchased a pussywillow from a garden store 2 years ago and this spring the leaves are developing little grandular bumps on the leaves. The new leaves growing take approx. 2-3 weeks to develop this. Not sure what kind of disease this may be or how to treat it. Any comments would be greatly appreciated.
