Hi Phil,
It's often best not to do severe pruning of citrus trees for just the reason you note - "Now experiening no light in our back garden because of the thick follage." Unfortunately this site has been abandoned by the folks that started it. I try and answer as many questions as I can, but I'm in the US. Here's some sites about garden law and your rights.
