Hi Darren,
If there is an area TPO, then I would think all trees located within the TPO would be included. Though this site you have written to is located in the UK, it appears to have been abandoned by the folks that started it. I try and answer as many questions as I can, but I'm in the US. You might want to ask at this UK site on garden law.
