baby weeping willow tree

I have a weeping willow tree which i started in a paper cup, this year, currently it is about 3 and 1/2 feet tall. It is growing in a manner which has four chutes, starting at the base, it looks more like a bush, than a tree. My question is should i cut off three of the four chutes and have one which will become the tree?
PS I APOLOGIZE IN ADVANCE FOR BEING A ROOKIE AT THIS AND NOT KNOWING THE TERMINOLOGY, I HOPE YOU GET THE QUESTION
