Completely removing a large wax myrtle tree stump over gas easement

I have a wax myrtle tree that had to be removed because it became a problem of getting too big in a small place. 40' high with 3 large trunks. We are on coast of Texas & tree was removed because of Huricane problems next to house. Tree already cut down to stump.
How to remove the stump & roots (3 large trunks come into one large stump of aprox 3' in diameter) or at least kill the stump & roots. Problem is that we can not use stump removal machine because tree was planted over utility easement of gas & phone & cable and maybe others.
Do not want tree to grow back & want to plant something in its place.
Smaller little trees are starting to grow around stump.
