Mulberry with spotted yellowing leaves

My 3-year-old Black Mulberry, planted winter before last, has been afflicted with a leaf problem this summer, the leaves becoming yellowed and covered with irregular dark brown spots, although they have not fallen yet. The tree has been putting out new growth with clean leaves, although these seem to be gradually succumbing too. I have sprayed with Dithane fungicide but with no effect. The tree is in a small mixed orchard in Lincolnshire UK, and the only other tree to be similarly afflicted is the other black mulberry! How should I treat it? Any help very gratefully received.
