Pruning a Holly Tree

I have a young holly tree which was planted18 months ago. i have yet to prune it, waiting for it to establish itself. I would now like to encouragew it to bush out & would be grateful for some advice on pruning.
How far can i cut the branches back & will it encourage bushing out if I cut prune back to where the branch splits (sorry i don't havew the correct term) or has a shute?
When is the best time to prune
