Trimming dead growth from Arborvitaes

I have 14 mature arborvitaes (9' high) that were planted 2 years ago.
One of the arborvitaes the whole side of it is dead.
Can I just cut out the dead portion? and will or should it grow back where I cut out the dead growth?
I should note, I've already replaced this arborvitaes last year, the whole thing was dead.
It's also planted within 10 feet of a Box Elder Tree, could this be one of the reasons the arborvitaes keeps dying?
