London Plane Tree

I have a London Plane Tree which is dying. The leaves are starting to die off and various small branches have no leaves at all. There seems to be some sort of tiny small clumps of brown eggs at various places on the tree trunk. Any ideas what this is and what I can do to stop the tree dying. It is situated in full sunshine bordering open fields in Leeds.
