Ask an arborist for tree advice

Laburnum Tree

We have a fifteen foot high laburnum tree in our back garden which abuts the river. This year five of the branches have begun to peel and have gone white in places. The flowers have been minimal. We have only been here for two years and the first year the tree flowered but only at the tip of the branches. I think it has begun to die as it has only flowered in four branches out of nine. I was asked to examine it for fungus - there appears to be none except the branches do look like "leprosy" has attacked them.
