weeping cherry tree is dying

I have a weeping cherry tree. We have had it for one year. It was doing great until about one week ago. It started to turn brown and now it is all brown. I wonder if it is getting too much water from all the rain we have had lately. My husband thinks maybe from the run-off from the road it is planted near. I would like to find out some advice on what to do. I don't want to give up on the tree yet. Please help!
