Lawson Cypress (Chamaecyparis Lawsoniana)

I have about 40 of the above planted with 39 Norway spruce (christmas trees).
The tallest of the conifers is approx. 13ft. high.
A local florist has asked if he can clip foliage from the trees for flower arrangements. The trees are not growing particularly well due to lack of space being squeezed in with the norway spruce.
If I agree to this harvesting of the foliage how long will it take for a foliage frond to re-generate and in view of the forgoing do you think it is sustainable.
