Salix Caprea leaves eaten

We have a Salix Caprea Kilmarnock (pendula) in our garden and all the leaves from the bottom up to the middle seem to have been eaten by something - leaving just the skeletons. Can anyone tell me what this is and what I need to do to resolve it? It is looking pretty unsightly at the moment.
