How to Trim a Weeping Mulberry Tree

I need to trim my weeping mulberry tree. Do you cut the branched to the ball at the top of the tree so the new branches can grow in. This would leave a nub or just the ball at the top. When is the best time to do so?
I don't know how to find the info once my question is answered.
