Eucalyptus tree

I planted a Eucalyptus tree on chalky ground in Hants UK, three years ago. The leaf growth has been sparse and the tree is not looking healthy.There are brown blothches on the lower leaves, and there are no leaves on the lower branches. The tree is about 2 metres in height.
Any advice would be very welcome.
