Help my lemon trees!

I live in Henderson, NV (just south of Vegas) and bought a house about 4 months ago that has one tiny and one small lemon tree. Both produced nice fruit last fall. We have had unusually cold weather and even had 3 inches of snow that covered all of the trees for most of the day just before Christmas. Both trees now look awful - leaves are all curled up and pale green in color. At first I thought maybe they needed water, so I have been watering them and no improvement whatsoever. Are they frost-bitten and if so, will new leaves come on? What can I do to salvage these wonderful trees!
