Salix alba fungus?

Hello,
We have a Salix alba in a little conservation area in a little patch of garden. I estimate its a 130 years old. Just recently i have noticed a few changes on her.I know that were it is we need permission of the local authority to do anything on it.What i have noticed is the following...
Bracket fungus growing off a old pollared branch.(not pollarded very close and parallel to the stem i might add).The fungus is white with a smooth wavy margin and turing brown underneath.
There is also what i think may be heartwood rot starting inside. The rot is white.
Any ideas on managment would be very helpfull.
